
LNG Facilities
Front End Activities Associated with the LNG Project:
- Identify and obtain all necessary regulatory approvals.
- Site Survey and development evaluation.
- Site preparation.
- Evaluation and selection of appropriate licensor for the LNG plant.
- Determine, evaluate and secure all funding sources.
- Develop lists of potential contractors for the construction of the various component portions or modules comprising the LNG plant. In turn, determine which of these contractors will receive requests to submit bids for such component portions or modules.
Health and Safety:
- The requirements of applicable insurance companies will be met or
exceeded - It is contemplated that the LNG Plant will be centrally controlled via a Honeywell TDC3000 series distributed control system
- The overall system will include a 100% spare protection system by duplicating all critical control loops
- All key emergency shut down devices will be constantly and continually self checking and monitoring (i.e. SMART systems)
- The plant design will be such that, in the event of malfunction, applicable portions of the LNG Plant facility will be quickly segregated, isolated and depressurized
- The plant design will be based on the latest safety standards applicable for a similar plant and will meet all applicable national or international codes and standards
- HAZOP (hazards & operability) review will be conducted at the 10%, 30% and 60% completion stages or intervals during the execution of the LNG Plant Construction.
Skills Assessment/Training/Libyan Integration:
WINFIELD recognizes the importance of assimilating local Libyan personnel into the ongoing operations of the LNG Plant following start up. To this end, WINFIELD is committed to ensuring ongoing skills assessments are undertaken, and training programs provided, during the execution phase of the LNG Plant Construction to ensure a smooth and orderly integration and transition of local Libyan personnel into plant operations. WINFIELD intends to hand over the LNG Plant to fully trained and integrated Libyan nationals as operating and management personnel at the end of the contract. WINFIELD personnel will be available for consultation for at least 5 years following the date of plant start up.
